The present paper,analyzing reasons why the plan proposed by William P.Rogers,then the United States Secretary of State,failed twice because of the irreconcilability of Arab States and Israel,other major powers'unwillingness to cooperate and the inherent defect of the United States's policy of balance and reci-procity,contends that,despite the failure,the U.S.became more diplomatically experienced in the Mid-dle East and started to act alone in partially solving the conflicts and peddling its peace process in this re-gion.
