The present paper,having its observations based on primary sources such as Guangxu Wuyang baoweiju chaojian(The Copies of Files of Wuyang Security Bureau in Guangxu Reign)preserved in Nanjing Librar-y,tries to explain why the social order was incontrollable in late Qing's Jiangnan by analyzing the resusci-tation of Wuyang Security Bureau,which was originally set up in the war between the Taiping Army and Qing,in the late Guangxu reign(1875-1908)when there were desperate needs to resist bandits and re-store social order.
