摘要
慈善团体与市政服务之间有着一种天然的纽带联系.明清中国不断发展壮大的民间慈善团体为社会提供诸如育婴、恤嫠、养老、施棺、义葬等"准市政"功能.在近代国家转型和基层政权建设的过程中,慈善组织所提供的服务越来越多地被纳入市政管理的范围之中,从而完成了慈善组织与市政服务的结合.在近代上海"一市三府"的特殊地方行政体系之下,中国人所创办的慈善团体普善山庄与公共租界工部局建立起良好的合作关系,较为妥善地处理了公共租界街头无主尸体收殓这一市政问题.在此过程中,普善山庄与工部局合作关系的建立以及后续一系列的互动过程,展现出近代民国上海的慈善团体参与市政服务的一种路径,并为我们理解近代慈善团体的发展提供了一个新的视角.
Abstract
The present paper,reconstructing the history of Shanghai Pushan Cemetery from the perspective of modern state-building and rehabilitation of grassroots government,opines that there was a very good cooperation between Pushan Cemetery and Shanghai Municipal Council(SMC)in gathering and burying unclaimed corpses in International Settlement and the good interactions involving the two bodies illuminated how the modern charities participated in the municipal services in Shanghai.
