摘要
第二次世界大战后,法国作为盟国对德管制委员会成员国参与对德占领.在战争所造成的破坏与盟国"非纳粹化"浪潮之下,法占区德国公务员人员匮乏,留职的旧公务员也不受法方当局完全信任.在这一背景下,法占区在军政府决策下建立起地方上的州级行政学校,以培养"新式公务员";并在此基础上建设占区级别的高级行政学校,以满足利用德国精英人才培养高级公务员的需求.法占区行政学校建设在地方上受到德国地方当局的抵制,在盟国层面的推广也波折不断,但在法方军政府的坚持与推动下得以延续发展.基于法占区行政学校建立的德国教育院校,为后世德国的民主化改造、人才培养与社会治理改革发挥了重大作用.
Abstract
The present paper,investigating French schools of administration that were set up in France's occupied ar-eas of Germany,where was known for its insufficiency of qualified public servants since the end of the World War Ⅱ,reveals that,in spite of the German authorities'resistance,these high-level schools not on-ly met France's need for elite civil servants during the occupation but also played a significant role in de-mocratizing Germany,improving German government,and training talented people for Germany.
