The present paper,looking back at the history,in which members of the Communist Party of China(CPC)worked in secrecy and set up the first party group within China Welfare Foundation(CWF),which was led by Song Qingling who had sympathized and supported the CPC for life,and finally founded the General Party Branch in 1956,concludes that the CPC organization has always played a key role in CWF's development.
