Evaluation of the Cultivation and Development of"Three Networks and Four Modernizations"in New Marine Infrastructure
The construction of new infrastructure has become a pioneer in leading the development of the digital economy era.In the marine field,it is necessary to vigorously cultivate and develop new marine infrastructure that is suitable for the characteristics of the ocean.The connotation of new marine infrastructure lies in the cultivation of marine energy networks,marine information networks,and marine internet of things,while the extension lies in achieving modernization of marine agriculture,marine industry,marine service industry,and marine governance.To measure the development level of"three networks and four modernizations"in new marine infrastructure,based on data from 11 coastal provinces from 2006 to 2021,this article adopts methods such as subjective and objective combination weighting,comprehensive score evaluation,and kernel density estimation to evaluate the overall situation and regional heterogeneity from five dimensions:innovation output of the"three networks",.economic output of the"three networks",economic output of the"four modernizations",economic efficiency of the"four modernizations",and industry efficiency of the"four modernizations".The results show that,from a national perspective,the overall level of new marine infrastructure is in a rapid upward trend,especially after the implementation of active fiscal policies in 2008.However,the overall level improvement is mainly driven by some high scoring regions.From a single dimension perspective,all five dimensions show a positive development trend,with significant differences in scores and contributions across different dimensions.From the perspective of provincial heterogeneity,the comprehensive scores of each province have maintained growth,but the development gap continues to widen,and the distribution of high scores shows a"one body,two wings"trend.From the perspective of heterogeneity in the marine economic circle,the development level of the three major circles is similar,but there are significant differences in the internal structure of the northern and southern circles,with the eastern marine circle being the most developed.
