Intergovernmental Division of Environmental Management Authority and Green Technological Innovation——Evidence from the Vertical Management Reform of Environmental Protection Agencies
Based on the vertical management reform of environmental protection agencies,this paper examines the impact of vertical management reform on green technological innovation.Using 2011-2021 city-level data,the difference-in-difference estimation shows that vertical management reform has a significant promotion effect on the number of green patents.Examining different types of patents separately,the results show that the reform mainly increase the number of green utility model patents,with no significant impact on green invention patents.Heterogeneity analysis results reveal that the reform has a stronger promoting effect on super-large and mega-cities than on other relatively smaller cities.Further exploration of the relevant mechanisms reveals that the increase in environmental regulation intensity is an important factor promoting green technological innovation.The results verify that the vertical management reform is not only conducive to strengthening environmental governance,but also conducive to enhancing the regional green competitiveness.
