The Impact of Digital Infrastructure Construction on the Development of New Quality Productivity
Digital infrastructure is an important prerequisite for the research and development of emerging technologies and their popularization and application,and the effect and mechanism of its influence on the development of new quality productivity need to be explored urgently.This paper measures the development level of new productivity at the city level in China by constructing a comprehensive index system and applying the entropy weight-TOPSIS method,and explores the impact of digital infrastructure construction on the development of new productivity at the city level based on the panel data of prefectural-level cities in the period of 2007-2021 by using the asymptotic double-difference model,which is based on the policy of pilot cities of Broadband China as a quasi-natural experiment.The results of the benchmark regression show that digital infrastructure development can significantly increase the level of urban new quality productivity development and pass a series of robustness tests.The results of mechanism test show that digital infrastructure construction mainly promotes the development of urban new quality productivity through three major factors:new quality labor force,new quality labor materials,and new quality labor objects.Heterogeneity analysis shows that the"Broadband China"pilot policy will have a differentiated impact on the development of urban new quality productivity in different regions,sizes,and individual characteristics.China should accelerate the construction of digital infrastructure,give full play to the double driving effect of digital infrastructure construction on the steady growth of the quantity and quality improvement of the labor force,promote the in-depth integration of information technology and traditional industries,and actively cultivate new and future industries on the basis of the deep enhancement of the total factor productivity of traditional industries,so as to develop the new quality productivity according to the local conditions.
