Enter or Exit?:Labor Supply Effect of Long-term Care Insurance
How to understand the impact of the construction of aging system on the labor market is an important premise for China to implement the strategy of"actively coping with population aging".This paper uses panel data from China Health and Retirement Longitudinal Study to evaluate the effectiveness of long-term care insurance(LTCI)in the first batch of pilot cities under the difference-in-differences framework.The study found that the implementation of the policy can significantly reduce the non-agricultural labor participation rate of the insured by 6.3 percent and the time of agricultural labor per week by about 5.4 hours.Further analysis shows that LTCI mainly reduces the labor participation rate of urban,female and poor health groups,and reduces the labor hours of rural,male and poor health groups.The differences in labor methods can explain the above findings.In addition,the policy has a certain spillover effect,which can improve the labor participation rate of children by 3.1 percent.This study is helpful to comprehensively and accurately understand the labor supply effect of LTCI on different labor types and groups,and provide reference for further improving the aging system.
