The Transformation Mechanism of Deliberation and Supervision:A Case Study of Spatial Planning Supervision in City Y
The system of people's congresses is the fundamental political system in China.People's governments at all levels are elected by the people's congresses,responsible to it,and supervised by it.The supervision of the people's congresses is an important part in regulating the public power of the modern government and in avoiding alienation.The existing research focuses on the allocation and attribution of supervision power,whose object is more traditional.The lack of supervision tools has led to a relatively vague operation process of supervisory power.Deliberation is an important tool for local people's congresses to supervise the implementation of planning administration.However,from the use of tools to the transformation of supervision effectiveness,the process mechanism remains to be revealed.Therefore,this paper,based on City Y and relying on the method of the grounded theory,analyzes interview texts in order to reveal the whole process.It is found that,at present,the deliberation of the local people's congresses on planning is more instrumental in rationality,and the value of supervision needs to be introduced.To achieve effective supervision of spatial planning,it is necessary to consider three elements,i.e.,deliberation agenda,deliberation procedures,and deliberative results,and to enable the deliberation to play its role under the leadership of pressure mechanisms,accountability mechanisms,and empowerment mechanisms,respectively.
