Science and technology think tanks are an important force supporting national scientific and technological decision-making.In recent years,the construction of such think tanks has received increasing attention and strengthening worldwide,among which the institutions established by universities occupy an important position.Global university science and technology think tanks are increasingly focusing on policy research in professional and technical fields,and the role of science and engineering disciplines in the construction and development of science and technology think tanks is becoming increasingly prominent.High level research universities are an important force in the national scientific and technological innovation system.Building science and technology think tanks based on universities is not only a requirement for the country to strengthen the construction of high-end think tanks,but also a conscious pursuit for universities to serve the national strategy.This paper,based on the development trend of science and technology think tanks in foreign universities,focuses on the status and difficulties of building science and technology think tanks in China based on first-class engineering disciplines,and deliberately elaborates on the construction path and strategy in depth.
