Against the backdrop of self-reliance and self-improvement of science and technology becoming the strategic goals and tasks of national development,"initiating the establishment of an international science and technology organization"as a new important form of international exchange and cooperation of science and technology in the new era can enable China to take the strategic initiative in the fierce international competition on science and technology.Based on mechanism analysis,the international organization of science and technology initiated and established by China should possess basic requirements such as substantiation,publicity,internationalization,and legalization in terms of organizational attributes and behavior.In response to the main problems,China should formulate relevant strategic overall plans,create a more open policy environment,and issue more detailed establishment approval requirements and processes.In terms of path selection,the international organization of science and technology initiated and established by China should adhere to some fundamental principles,such as independence and autonomy,making good use of international resources,selecting appropriate discipline fields,utilizing strategic scientists and so on.At the same time,based on its own advantages and strategic needs,highlighting organizational characteristics,and complementary capabilities,China should avoid organization crowding through the value embodiment of organizational innovation.
