Optimization of Online Government Services for"Trans-provincial Operation"from a Holistic Governance Perspective
Online government service of"Trans-provincial Operation"is a crucial reform initiative aimed at meeting the demand of the public for remote handling.It is also the key to promoting the upgrading and optimization of China's government services and the innovation of government governance models.Despite its importance,however,there exist several common difficulties in the promotion of this initiative in many regions,including departmental authoritarianism,temporary communication and coordination issues,hindered business integration and standardization,insufficient technology and data fragmentation,and imperfect and non-standard platform construction.To address these dilemmas,by incorporating the holistic governance theory in the analysis of the promoting logic of"Trans-provincial Operation"of online government services in China,and by selecting the domestic pioneer region and typical sample,i.e.,the Yangtze River Delta Integration Demonstration Zone,as the research object,a comprehensive analysis of its innovative practice is conducted from three dimensions:governance goals,governance mechanisms,and governance means.Based on this analysis,further optimization paths for"Trans-provincial Operation"of online government services are proposed,emphasizing the governance goal of meeting public demand,establishing a regular communication and coordination mechanism,integrating multi-dimensions to improve standardization levels,building trust and responsibility within the entity,deepening the use of technical support and achieving consensus on data sharing,and improving the construction of the"Trans-provincial Operation"platforms.These recommendations serve as useful references for other regions seeking to optimize their own online government services.
