"Indicators":A Perspective for Understanding Academic Evaluation of Universities in China
Indicators is an instrument,method,and mechanism that is both a conceptual and policy tool,and a key perspective for understanding academic evaluation of universities and their indicator systems in China.The application and development of indicators in academic evaluation of universities in China has its own unique historical evolutionary process and institutional formation conditions.According to the different relationships and intentions between the evaluator and the evaluated object,academic evaluation indicators in universities can be divided into government-led,market-led,and university-led types.In this paper,by examining the stages of indicator generation,execution,assessment,and application of results,the mechanism of the operation process of academic indicators of universities in China is outlined.In addition,based on the understanding that the academic evaluation index system has important contributions,but also has limitations in terms of subject participation,methodology selection,and measurement process,some suggestions for governance of indicators are proposed and the issue of going from daily examination to the formation of a possible"indicator governance theory"is explored.
