The cultural system reform initiated in the 1980s faces a completely new reform environment in the 2020s.The high-speed iteration of the digital technology not only promotes the digitization of culture,but also establishes a platform technology paradigm that is completely different from the traditional technology paradigm,which reconstructs the underlying technical logic of the cultural industry by changing the linear development trajectory of type technologies,breaks through the professional legitimacy limitation of"technical classification-professional division of labor"in the cultural industry system,and becomes a huge impetus for the reform of the cultural industry.In the next decade,as the digital technology enters the era of generative artificial intelligence,the cultural industry system as a whole will enter a critical moment of structural deconstruction and reconstruction.This structural change of the cultural industry is of great significance to national policy and institutional innovation,which also defines the direction of institutional reform and policy design principles of the cultural industry as the superstructure.
