Establishing the guiding role,along with the disembedding and ontological status of extensive consultation in global governance is of great significance for improving the global governance system.In the typology analysis,the communication content of"consultation mechanism"for global governance can be categorized into three types:major international political issues,global public policies,and regional and issue-oriented autonomous issues,with the integration of dissent as the working goal.The"consultation mechanism"is generated through the interplay of three paths:argumentation,reasoning,and dialogue,each of which has its own characteristics and limitations.The deficiencies of the"consultation mechanism"in practice are mainly reflected in the frequent use of unilateral positions as debate themes,the dominance of hegemonic reasoning,and the erosion of global unity due to circle-driven and exclusive dialogues.To improve the"consultation mechanism,"it is necessary to use consensus-based debate to avoid falling into the"self-justification trap,"employ public reasoning to disrupt hegemonic"isolated proof cycles,"and build a"common self-justification system"that mobilizes a wide range of international members.Using harmonious dialogue to build upon the results of consensus-based debate and public reasoning can inspire diverse stakeholders to engage in problem-oriented self-justification practices,aligning with the principles of"joint contribution and shared benefits.".
