芬兰核心素养导向的教育治理模式研究——基于政策网络理论的分析

摘要
基于核心素养的教育改革是一项"全球教育政策",改革背后遵循的治理逻辑是理解改革的重要透镜与突破口.本研究以政策网络理论为考察视角,以芬兰基于核心素养的教育改革为考察对象,对其治理模式中所涉及的利益主体、政策网络结构与治理机制进行了探究.研究发现,芬兰基于核心素养的教育改革是典型的多元主体参与、协同对话、共享共治的创生性过程,信任机制、协商与学习机制和监督机制为改革的有效实施提供了重要保障.这为优化我国核心素养导向的教育治理带来一定启发.
Abstract
Core-competency-based education reform is a"global education policy",and the governance logic it follows is an important lens and a breakthrough for understanding the reform.This study takes the perspective of policy network theory and examines the governance model of the Finnish core-competency-based education reform,exploring the stakeholders involved,the structure of the policy network and the governance mechanism.The research finds that the Finnish core-competency-based education reform is a typical process of multi-stakeholder participation,collaborative dialogue and co-creation of shared governance,with trust mechanisms,negotiation and learning mechanisms,and supervision mechanisms providing important guarantees for the effective implementation of the reform.This may offer valuable insights for optimizing the governance of core-competency-based education in China.
