The Basis and Path of Development of Non-Basic Public Services in China
Non-basic public services are a type of public services,from the perspective of public goods,of which the exclusiveness and non-competition are incomplete.It is in the"middle ground"between public goods and private goods,and is of great significance in meeting the growing needs of people for a better life.With the equalization of basic public services is still in the process of building and the demand for non-basic public services increases day by day,China's public service sector is in a period of overlapping demands for both types of public services.This article focuses on the reasons,foundations and pathways for the development of non-basic public services,and analyses the prerequisites for the development of non-basic public services from the perspective of income,the level of public service provision and the basic contradictions in our society.Taking into account the Human Development Index(HDI),it proposes a"three-step approach"based on the two major demands for health and education.
