摘要
为实现中国式现代化的战略目标,乡村治理现代化是必要的动力和重要的支撑.变革和创新乡村治理以促进农业农村农民的现代化发展,必须结合中国国情和实际需要,科学合理地应对和协调城镇化与乡村振兴、公共管理与村民自治、保护与发展、耕地保护与制度创新、农业与非农化、先富与共同富裕之间的关系问题.重视并处理好这六大重要关系问题,一方面可规避单向度发展,另一方面可避免政策与实践的二元对立,从而有效推进中国式乡村治理现代化.
Abstract
For the strategic goal of Chinese modernization,rural governance modernization is necessary driving force and important support.Rural governance reform and innovation for promoting agricultural,rural and peasant modernization must combine China's national conditions and practical needs.This involves scientifically and rationally dealing with and coordinating issues related to urbanization and rural revitalization,public management and rural autonomy,protection and development,farm-land conservation and institutional innovation,agriculture and non-agriculturalization,and first-wealthy and common prosperity.Concerning and properly handling the six important relationship issues can,on one hand,avoid one-dimensional development,on the other hand,prevent dichotomy of policy and practice,thereby effectively advancing Chinese rural governance modernization.
