As the basic units in the administrative system,the coordinated and orderly relationship between"units"and"blocks"is a prerequisite and foundation for the formation of a social governance community.In recent years,the practice of ur-ban governance reform,focusing on optimizing the collaborative relationship between unit and block departments,has been con-tinuously advancing.Understanding the underlying logic of urban unit and block reform and summarizing its process characteris-tics hold significant practical significance for the development of urban governance in China.Existing research often assumes that governance actors are all network nodes,and governance actions are all networked interactions,ignoring the threshold condi-tions and dynamic evolutionary features of network development.It is also difficult to effectively extract the theoretical logic and key experiences of structural changes in urban governance.This paper returns to the essential concept of"network",proposes three basic dimensions of network"nodalization-connexion-structuring".It constructs the recognition mechanism of the net-worked interaction between"unit-block"actors in urban governance.A single-case study is conducted based on the innovative practice of"two-way response between street-administrators and departments"in the"J District of C City".The research finds that the current trend of networked development of"unit-block"relationships is a rational choice to adapt to the internal and ex-ternal needs of urban governance.In the process of developing into equivalent balanced network nodes,the establishment and strengthening of relationships based on information,execution,coordination,and supervision form a multi-embedded network bond.It gradually shifts towards a relatively stable leadership-oriented network structure,continuously promoting the growth of networked interaction between"unit-block"actors while enhancing governance efficiency.
