The development of new quality productive forces is the primary task of the new development stage led by Chinese modernization,and an important focus for promoting high-quality development.New quality productive forces is a Chinese innovation of Marxist productivity theory,which is a cross-quality ad-vanced productivity theory system with the connotation of the qualitative change of new types of laborers,la-bor objects and labor materials and their optimal combination.Based on the connotation of new quality produc-tive forces,this paper elaborates the formation mechanism of new quality productivity from the perspectives of effective investment,technological innovation and management innovation,and then follows the three high-quality economic development paths of quality change,efficiency change and power change,to illustrate the theoretical mechanism of new quality productive forces to promote high-quality development.It is suggested to take the innovation of governance system as the entry point,and use the system balance view to guide the cultivation of new quality productive forces,build a national innovation ecology,a modern industrial system,a new type of workforce,and the implementation of the green development concept,which is the strategic path of new quality productive forces to drive the high-quality development.
