摘要

"教师教学国际调查"(TALIS)作为经合组织开展的大型国际教师调查研究项目,其产生和发展与所处国际背景和经合组织自身理念密切相关.由于经合组织是一个不具有强制约束力的机构,"教师教学国际调查"的运行受经合组织的软性治理及竞争比较这两大非正式机制的影响.行政资源的有效利用、集聚知识的能力、过去的成功经验这三条路径保障了"教师教学国际调查"的成功运行,使之获得较大关注和影响力."教师教学国际调查"有一定的局限性,要在认识其作用的基础上,考虑我国的现实国情和历史文化背景,改进和完善我国的教师发展政策.

Abstract

The Teaching and Learning International Survey(TALIS)is a large-scale international teacher survey and re-search project conducted by Organization for Economic Cooperation and Development(OECD),and its generation and develop-ment are closely related to its international background and the OECD's own philosophy.As the OECD is a non-mandatory insti-tution,the operation of the TALIS was affected by the two informal mechanisms of soft governance and competition comparison.The three paths of effective use of administrative resources,the ability to gather knowledge,and past successful experiences en-sure the successful operation of the TALIS and make it gain greater attention and influence.The TALIS has certain limitations,and we need to improve and refine our teacher development policy on the basis of understanding its role,taking into account Chi-na s current national conditions and its historical and cultural background.
