The spirit of modern rule of law refers to the psychological attitude of defending the rule of law,the way of think-ing that promotes the rule of law,and the pursuit of value goals such as justice.Rule of law is a conceptual construct,thus its re-alization requires the support of spiritual strength.Without the psychological stance to defend the rule of law and the adherence to thinking based on the law,it is difficult to approximate the rule of law in behavior.The spirit of the rule of law has a guiding func-tion for thinking and behavior,and this guidance is predicated on respecting the authority of the law as well as adhering to its gen-erality,normativity,systematicity,stability,and security.The planning of the rule of law or the concepts,norms,principles,and values presupposed by the law can be maximized only with the support of the spirit of the rule of law.The unfolding of the modern spirit of rule of law requires a psychological stance to defend the rule of law and adherence to legal thinking in one's way of thinking.In terms of the speaking mode,it involves using the language of rule of law,following the principle of establishing sincerity through rhetoric,and doing everything possible to facilitate the realization of the rule of law.
