How Digital Platforms Enable Agile Governance of Megacities:Analysis Based on the Perspective of Organizational Boundary Crossing
Digital platform enabling agile governance of megacities is a new focus of academic circles.Existing studies have not clarified the underlying logic and internal mechanism of enabling agile governance of megacities by digital platforms.From the perspective of organizational boundary crossing,the underlying logic of digital platform enabling agile governance of megacities is revealed,and the mechanism of digital platform enabling agile governance of megacities across boundaries is analyzed in combination with the case of Shanghai's"one network management"platform.The study found that digital platform,as a boundary-crossing carrier,can integrate the boundary of blocks,link the boundary of government and society,and break the virtual and real boundary to promote the coor-dination of blocks,the connection of government and society,and the interaction of virtual and real in the govern-ance of megacities,and then enable the integration and linkage governance structure,cooperative and interactive governance relationship,and inclusive and symbiotic governance form to optimize the agile governance of megaci-ties.Of course,from the perspective of organizational boundary crossing,improve the digital base of technology empowerment;optimize the overall coordination of the strip department;to realize the interaction and cooperation of multiple subjects;promoting the governance ecology of symbiosis between virtual and real is an important force to enable agile governance of megacities.
