"Deliberation-Consensus"Process Model of Public Value Creation
Current policy environment rich of conflicting values challenge decision makers.How to transcend the differences among specific values and create public value in practice is an important topic regarding public value.Borrowing from the core idea of deliberative policy analysis,the article proposes a"deliberation-consensus"process model of public value creation.The model realizes public value creation through three stages:participation,deliber-ation and dialogue,and consensus building,which provides the basis for policy legalization and policy implementa-tion.This process can be implemented in multiple spaces in specific circumstances and subject to certain conditions and requires professional support and assistance.Two cases,gun control legislation in America and hutong renova-tion in Beijing,are employed to verify the explanatory power and feasibility of the process model in public value cre-ation.The cases also indicates that the process model might be useful in different political contexts.
