Empowering Poverty Alleviation:Case Study on Cadre Education in Nujiang Prefecture,Yunnan Province
Cadre education is a guiding,basic and strategic project for the construction of Party and state ca-dres,which affects the party's leadership level and national governance ability.This paper proposes that the Party's work of cadre education can improve the efficiency of poverty alleviation through the empowerment mechanism.This paper constructs a three-dimensional analysis framework of the"organization-environment-actor"empow-erment mechanism.Taking the work of cadre education in Nujiang Prefecture of Yunnan Province during the pover-ty alleviation period from 2018 to 2020 as a case,the theory is tested by analyzing the training object,training con-tent and training form,and combining with interviews,questionnaires and other data.It is found that the empower-ment mechanism by cadre education includes:from the organizational dimension,expanding policy communication channels and generating social capital to promote member cooperation.In the environmental dimension,the rational degree of organization members is improved,and the negative impact of external environment uncertainty on organi-zational actions is reduced.In the dimension of actors,the public service enthusiasm of policy implementers is a-roused through the education of ideals,beliefs of local feelings.In practice,there are still formalism problems in ca-dre education and training,and the authorities need to further innovate training forms in accordance with the principle of classi-fication and classification,and guide cadres at all levels to enhance their enthusiasm to participate in training.
