The Standardized Shift of Guanxi Operation:A Case Study of the Construction of Digital Agency in City A
As an important informal system,guanxi plays an important role in the practice of local governance in China.The increasing improvement of the accountability and supervision system has narrowed the space for non-standardized"guanxi operation"in the government pro-ject system.Based on the structure-process theory analysis,it was found that under the condi-tions of structural constraints brought by formal systems,the guanxi operation in digital agency projects has shown a standardized shift.The guanxi operation mechanism lies in specialization,marketization and intensification.Local officials have used"colleague","market",and"superi-or and subordinate"guanxi to complete the project and obtain funding for project construction,and have been approved as pilot demonstration projects.The standardized operation of guanxi is the result of the dynamic adjustment of guanxi and formal systems,which not only reduces the accountability risk of officials,but also enables local officials to exert the autonomy and initiative needed to handle complex matters,and realize the organic unity of officials'"abiding by rules"and"doing business".
