A Study on the Diffusion Mechanism of Local Innovation Experience Absorbed and Promoted by the Central Government:Qualitative Comparative Analysis of Clear Sets Based on 32 Cases
The vertical expansion of local innovation policies into national policies is an important path for the transformation and development of China's national system.In order to empirically analyze the diffusion mechanism of local innovation experience being absorbed and promoted by the central government,this paper adopts the Clear Set Qualitative Comparative Analysis(csQCA)method and selects 32 local government innovation projects involving four areas:"ecological construction,social governance,public services,and administrative reform".According to factors affecting the diffusion of policy innovation,we construct a three-dimensional framework of"policy attrib-utes-policy diffusion network-policy environment",using"issue significance,experimental,horizontal organiza-tional learning,vertical business construction,policy entrepreneur,and media"as conditional variables.The re-search has found that the issue significant and the media have a significant impact on the transformation of local in-novation experience into national policies.The vertical dissemination and diffusion path of local innovation experi-ence can be divided into two types:the key actor assistance model and the block construction model,among which the block construction model is a general link in policy innovation construction and development.In terms of diffu-sion mechanism,local policy innovation is the understanding and redistribution of established attention from senior management.Inter governmental organizational learning and imitation of peers amplify the effectiveness of policy prototypes,while authoritative adjustment in the vertical dimension endows local policy innovation with legitimate legitimacy.Under the influence of these complex mechanisms,local innovation experience ultimately achieves trans-formation from"local"to"central".
