政府如何为社会治理搭台?——基于多边平台理论的跨案例研究

在平台时代,政府搭台如火如荼.但政府如何为社会治理搭建多边平台,学界则缺乏针对性研究.为此基于多边平台理论,通过对社区社工服务中心的跨案例研究,归纳政府搭建多边公共平台的机理与进路.治权开放是政府搭台的前提,设置创价关卡并赋权释能是搭建平台的基础,召集多边用户并形成互动合作的价值网络是政府搭台的关键.提供平台基础设施往往是政府搭台的必选关卡,激发网络效应是吸引用户进驻平台的重要策略,平台思维直接影响政府搭台的路径选择.政府有责任为社会治理搭建多边平台,履行着提供基本要素、召集多边用户、授予治理权力、安排治理规则等职责.
Abstract
In the era of platform,governments'platform foundation is in full swing.How does the government build a multi-sided platform,there is a lack of targeted theoretical pioneering research.Based on cross-case study of community social work service centers,this paper summarizes the mechanism and methods of construction.The governance rights opening is the premise,setting up values creation barriers and empowerment energy release is the base,and gathering users and forming an interactive and cooperative value network is the key to the platform foun-dation.Providing platform infrastructure is often the required checkpoint for governments,and stimulating network effects is an important strategy to attract users.Platform thinking directly affects the path choice of platforms foun-dation.It is governments'responsibility to build multi-sided public platforms,including providing basic elements,convening multilateral users,granting governance power,arranging governance rules and so on.
