摘要
街头官僚理论的发展,需要加强微观与宏观研究的衔接.基于互动主义视角搭建权力要素系统的整合性框架,讨论自由裁量权的产生、运作及形变逻辑.研究发现,要素系统由权力场景与权力关系交互形塑,边界产生的权力基础在非对称博弈中强化,赋能权力方式,反作用于系统各要素,推动系统运行与更新.该框架可以为打通微观与宏观研究提供分析工具,并有利于进一步挖掘街头官僚政治的理论意蕴和研究议题.
Abstract
The development of street-level bureaucracy theory requires the integration of mi-cro and macro research.This paper constructs an integrated framework of power elements based on the perspective of interactionism to discuss the generation,operation,and transformation logic of discretionary power.The study finds that the element system is shaped by the interaction of power scenarios and power relations.The power foundation generated at the boundary is strengthened in asymmetric games,empowering power methods,and reacting on various ele-ments in the system,thus promoting the operation and renewal of the system.This framework may provide analytical tools to connect micro and macro research and further explore the theoreti-cal implications and research topics of street-level bureaucracy politics.
