助企纾困政策实施中的治理网络模式
Modes of Governance Network in the Policy Implementation to Assist Enterprises in Overcoming Difficulties

近年来,面对复杂严峻的国内外形势以及多重超出预期的挑战,市场主体受到的冲击明显增加.各地政府出台了一系列助企纾困政策,而重点难题是如何通过科学、系统、多元的政策实施手段发挥助企纾困政策的功效.从网络化治理理论出发,采用文本编码等质性研究方法,分析了各地在2020至2022年间的助企纾困政策案例,发现:政府与企业等多元主体,形成了三种治理网络模型:闭环治理模型、交叉治理模型、单向治理模型.闭环治理网络模型适用于人力资源支持和复工复产;交叉治理网络模型适用于金融支持、租金减免、绿色通道;单向治理网络模型适用于财税支持等.建议探索精准帮扶广大中小企业的治理网络模式,推广扁平化和常态化的治理网络.
Abstract
In recent years,facing the complex and challenging domestic and international en-vironment as well as multiple unexpected challenges,the market entities have suffered increasing impacts.In response to these challenges,local governments have introduced a series of policies to assist enterprises in overcoming difficulties.An important challenge is how to maximize the ef-fectiveness of these policies through scientific,systematic,and diversified implementation meth-ods.From the theoretical perspective of network governance,this study adopts qualitative re-search methods such as text coding to analyze the policies and related cases assisting enterprises in overcoming difficulties in China from 2020 to 2022,and finds that:the government and enter-prises and other diverse subjects have formed three different governance network modes:closed-loop governance model,cross-governance model,and one-way governance model.The closed-loop governance network model is applicable to human resource support and resumption of work and production;the cross-governance network model is suitable for policy issues such as financial support,rent reduction,and green-light channels;the one-way governance net-work model is suitable for simplifying the process of policy implementation,such as financial and tax support.It is suggested to further proposes to explore governance network modes for precise-ly supporting SMEs through flat and standardized governance networks.
