The Occurrence Mechanism and Governance Strategies of Selective Coping with Public Demand from Front-line Servants
Front-line servants are an important medium for observing grassroots governance and understanding the administrative system of China.Especially in the new era of"people first",front-line servants are the basic link to achieve"responding to the public demand".Re-searches mostly focus on coping behavior in the policy implementation of front-line servants.This article researches on their role as"problem solvers".Coping behavior can be categorized from procedural output,strategic idling,and responsibility-avoiding suggestions.The causes of coping can be analyzed from territorial management environmental constraints,complex attrib-utes of demand issues,and limited problem-solving capabilities.To address this issue,it is nec-essary to explore the establishment of a hierarchical and classified management system for ad-dressing public demands,a system for equalizing the power and responsibility,and a long-term development mechanism for vocational ability education.
