How Local Government Attention Allocation Affects Urban Resilience Governance:An Empirical Study Based on Three Major Urban Agglomerations in China
With the complexity and diversification of urban risks,resilience has become an important concept in urban governance.Building resilient cities,and continuously enhancing ur-ban risk resilience has become an important issue that urgently needs to be explored.Based on the perspective of attention allocation,this study empirically tests the impact mechanism of local government safety attention on urban resilience governance,using prefecture level cities in the Beijing Tianjin Hebei,Yangtze River Delta,and Pearl River Delta urban agglomerations from 2010 to 2019 as samples.The results show that local governments'attention to urban safety is-sues can significantly promote urban resilience governance,and there is significant regional heter-ogeneity.From the perspective of mechanism,local governments'safety attention mainly en-hances urban resilience through two paths:financial resources and institutional pressure.Local government safety attention can increase urban resilience under the mediating role of fiscal re-sources.Meanwhile,under the pressure-oriented system,the institutional pressure positively regulates the relationship between local government safety attention and urban resilience govern-ance.The research provides an empirical basis for the effectiveness of local government attention on urban resilience and helps to put forward policy recommendations from optimizing coordinated devel-opment,increasing resource supply,and improving the target assessment mechanism for local officials.
