Fully Implementing the"Five Overall Plans":The New Concept and New Goal of Sub-regional Cooperation between Xinjiang and Eurasian Countries in the New Era
The"Five Overall Plans"development concept was put forward at the Third Belt and Road Initiative Construction Symposium,which provided important guidance for the development of subregional cooperation in the new era.At present,Xinjiang and Eurasia countries have made certain achievements in their subregional cooperation,but their advantages and potentials have not been fully developed,which seriously restricts the cooperation expansion and development needs of both sides at the subregional level.In the new era,adhering to the new concept of upholding"overall development and security,domestic and international,cooperation and competition,stock and increment,integrity and focus"and implementing the new concept of sub-regional cooperation between Xinjiang and Eurasia countries will help to achieve the new goals of reaching"a new level of economic and trade development,a new level of development pattern,a new enhancement of governance and security capabilities,a new level of construction of the core area of the Silk Road Economic Belt and a new level of people's well-being".The most desirable way to deepen the sub-regional cooperation between Xinjiang and Eurasia countries is to profoundly grasp the consciousness of"two overall situations",to focus on the general goal of Xinjiang's work and to fully implement the development concept of"five overall plans",which is helpful to promote the socialist modernization of Xinjiang.
