Discussion on the"Attribute Theory"of the Party-Government Joint Publication
Since the 18th National Congress of the Communist Party of China,the number of party-government joint publications,as an established institutional norm,has increased sharply.However,in practice,the issue of"attribution"when it comes to record review and information disclosure has been controversial.For this reason,the domestic academic circles have analyzed the nature and attributes of the joint publication of the Party and the government from the dimensions of its development process,party-government relationship,party regulations and national laws,and normative application,basically forming the four analytical situations of"single attribute theory","dual attribute theory",and"composite attribute theory"and"avoidance".However,any analysis situation inevitably has limitations,and it is urgent to continuously reflect on and improve it by combining theory and practice.Based on these,this article puts the joint party-government document in a specific context,clarifies its theoretical premise,and explores breakthroughs in the analyzable paradigm of"attribute theories"based on dynamic practice.
