党内法规权威性的生成逻辑、内在本质与价值功能

摘要
中国共产党党内法规是管党治党的重要依据,是党开展领导工作和执政活动的主要遵循.权威性作为党内法规重要特征,主要表现为各级党组织和全体党员以党内法规为行为准则和根本遵循,普遍认同党内法规的制定宗旨,自觉服从党内法规的相关规定,坚定不移做党内法规的忠实信仰者、积极拥护者和模范践行者;同时,基于相关规定,严肃查处、严厉追责违规违纪行为,并作出公正合理的处分决定,使被追责者认可惩处结果.而权威性的形成依赖于一定的物质基础、政治形态、社会形势和文化环境,党的领导核心地位赋予党内法规以权威性,以党的性质宗旨为核心的理性力量通过形成价值认同维护党内法规的权威性,党内法规的制度优势和有力执行保障自身的权威性.从本质上来说,党内法规的权威性体现在政治上的坚决拥护、思想上的高度认同、组织上的自觉服从和行动上的贯彻执行.增强党内法规权威性,对于推动全面从严治党向纵深发展、巩固党的长期执政地位、强化党的领导核心地位、促进社会和谐稳定具有重要意义.
Abstract
The Intra-party regulations of the Communist Party of China(CPC)are an important basis for governing the Party and the main principle for the Party to carry out leadership work and governing activities.Authority,as an important feature of Intra-party regulations,is mainly manifested in the fact that Party organizations at all levels and all the members take Party regulations as the code of conduct and fundamental compliance,generally agree with the purpose of formulating Intra-party regulations,consciously obey the relevant provisions of Intra-party regulations,and unswervingly be faithful believers,active advocates and exemplary practitioners of Intra-party regulations.At the same time,based on relevant provisions,we will strictly investigate and deal with violations of rules and disciplines,and make fair and reasonable punishment decisions,so that those who are held accountable can recognize the results of punishment.The formation of authority depends on a certain material foundation,political form,social situation and cultural environment.The core position of the CPC's leadership endows the Intra-party regulations with authority,the rational force with the nature and purpose of the Party as the core maintain the authority of the Intra-party regulations through the formation of value identity,and the institutional advantages and strong implementation of the Party regulations to guarantee their own authority.In essence,the authority of the Intra-party regulations is reflected in the resolute support of politics,high degree of ideological recognition,conscious obedience in the organization and implementation in action.Enhancing the authority of Intra-party regulations is of great significance for promoting the comprehensive and strict development of the CPC,consolidating the Party's position as the long-term governing party,strengthening the Party's position as the leadership core,and promoting social harmony and stability.
