摘要
以中国式现代化全面推进中华民族伟大复兴新征程中,要以新安全格局保障新发展格局.党的十八大以来,从强调"发展"到"统筹发展和安全"再到"新安全格局"的正式提出历经了五个阶段的发展定型,其基本意涵包括国际形势的发展变化之新、发展阶段的历史方位之新、国家安全的形势任务之新、安全格局的建构理念之新、安全格局的内涵要义之新以及安全格局的使命愿景之新六大基本内容.基于历史和现实经验,"新安全格局"是在我国社会主义革命和建设时期、改革开放和社会主义现代化建设时期、中国特色社会主义新时代不断平衡发展和安全的关系问题上逐渐成熟的.面对保障新发展格局的重要任务,加快构建新安全格局要坚持党对国家安全工作的绝对领导、完善国家安全制度体系建设、提升国家安全能力体系建设、完善国家安全基层治理体系、推进完善国际共同安全治理体系.
Abstract
In the new journey of building a socialist modern power in an all-round way with Chinese-style modernization,we should utilize the New Security Pattern to safeguard the new development pattern.Since the 18th National Congress of the Communist Party of China,the official proposal of"New Security Pattern"has undergone five stages of development and establishment,transitioning from emphasizing"development"to"coordinating development and security"and finally to"New Security Pattern".The basic implications of this concept include the new developments and changes in the international situation,the new historical location of the development stage,the new national security situation and tasks,the new constructive ideas of the security pattern,the new essential connotation of the security pattern,and the new mission and vision of the security pattern.Drawing from historical and practical experiences,the"New Security Pattern"has gradually matured in balancing the relationship between development and security throughout China's socialist revolution and construction period,reform,opening up and socialist modernization construction period,and the new era of socialism with Chinese characteristics.In facing the important task of safeguarding the new development pattern,accelerating the construction of a new security pattern requires upholding the absolute leadership of the Party over national security work,improving the system construction of national security institutions,enhancing the system construction of national security ability,improving the system construction of national security grassroots governance,and promoting the improvement of the international joint security governance system.
