总体国家安全观视角下的国家版图安全及其治理

摘要
正确国家版图是国家主权和领土完整的象征,反映一国政治观点和外交立场,是特定政治话语的表达.地图是国家版图最常用、最直观、最主要的表现形式."问题地图"表达了有悖一国主张和利益的政治话语.中国版图表达深受"问题地图"困扰,频发的涉华"地图门"暴露出系统性国家安全风险,版图安全形势不容乐观.总体国家安全观对从全局上把握版图安全具有重要意义.版图意识缺位、外方地图作妖、不利话语生态、技术便利条件、地图服务困境共同造成了中国版图"问题地图"泛滥.立足总体国家安全观,加强国民版图意识宣教、深研境外"问题地图"机理、打破西方传统地图惯例、创新完善地图治理监管、深化地图服务供给侧改革有助于推动版图安全治理.公开地图所涉他国版图表达的联动安全风险亦需警惕.
Abstract
Correct national territory map is a symbol of national sovereignty and territorial integrity,reflecting a country's political views and diplomatic position and serving as an expression of specific political discourse.Maps are the most commonly used,most visual and most important representation of national territory.An"incorrect map"expresses political discourse that is contrary to the claims and interests of a country.Chinese territory representation has been deeply troubled by"incorrect maps",the frequent China-related"map gate"exposes systemic national security risks,territory security situation is not optimistic.A holistic approach to national security is of great significance to grasp territory map security from the overall situation.The proliferation of"incorrect maps"in map of China is caused by the combined factors of a lack of national territory awareness,cartographic manipulations from foreign,unfavorable discourse ecology,the facilitation of technology,and the dilemma in map services.Based on the holistic approach to national security,strengthening the national propaganda and education on map awareness,studying the mechanism of"incorrect maps"outside China in depth,breaking the traditional Western map conventions,innovating and improving the map governance and supervision,and deepening the supply-side reform of map services are helpful to promote the governance of territory map security.The linkage security risks in other countries'map expressions involved in public maps also need to be vigilant.
