机遇与挑战:人类命运共同体理念国际认知状况的多维审视

特定时空环境下诸多因素和机制的混合交织决定了人类命运共同体理念在内的中国理念国际认知状况的复杂性.以"人类命运共同体"为例,该理念在时空维度契合了全球化趋势,但逆全球化运动使其遭到了排斥;在主体维度,理念契合了寻求加强和改革全球治理、改善自身发展环境的全球南方的普遍诉求,而试图维护"自由国际秩序"的霸权国家对中国理念持敌视态度;在利益维度,全球性问题与风险虽然建构了基于共同利益的共识基础,但国家间的利益分歧和冲突始终是影响中国理念国际认知的负面因素;在文化维度,理念凭借开放性、包容性特质具备被其他文明理解的可能,但地方性文明对普世价值的抗拒心理以及多元文化差异阻隔了理念认同的形成与内化;在传播维度,多元传播机制成为促成和提升中国理念国际认同的重要武器,但国际话语权的"西强东弱"成为影响传播效能的短期"天堑".鉴于此,中国需要全面审视和理性应对中国理念及其国际传播与认同建构工作面临的机遇与挑战,以使"认同"真正成为推动构建人类命运共同体的观念性力量.
Abstract
The interweaving of many factors and mechanisms in a specific time and space environment determines the complexity of the international cognitive status of Chinese concepts,including the concept of a community with a shared future for mankind.Take the"Community of a Shared Future for Mankind"as an example.This concept is consistent with the trend of globalization in the time and space dimension,but the anti-globalization movement has made it rejected;in the subject dimension,the concept is consistent with the pursuit of strengthening and reforming global governance and improving its own development environment.the universal demands of the global South,while hegemonic countries trying to maintain the"liberal international order"are hostile to the Chinese concept;in the interest dimension,although global issues and risks have built a basis for consensus based on common interests,there are still differences in interests between countries.and conflicts have always been negative factors affecting the international recognition of Chinese ideas;in the cultural dimension,ideas have the possibility to be understood by other civilizations by virtue of their openness and inclusiveness,but local civilizations'resistance to universal values and multicultural differences block them In the communication dimension,multiple communication mechanisms have become an important weapon to promote and enhance the international recognition of Chinese ideas.However,the"strong west and weak east"of international discourse power has become a short-term"natural chasm"that affects communication effectiveness.In view of this,China needs to comprehensively examine and rationally respond to the opportunities and challenges faced by the Chinese concept and its international communication and identity construction,so that"identity"can truly become a conceptual force that promotes the construction of a community with a shared future for mankind.
