国际制度复合体的结构及其应对策略

摘要
制度复合体已经成为国际制度研究领域的一项重要内容.由于内部结构是国际制度复合体的组织属性,且不同的制度解决方案存在不同的利益和偏好,有必要对国际制度复合体的内部结构进行分析,寻求理想的结构特征并改革现有的制度复合体.国际制度复合体的结构包括制度间的等级高低、功能差异和政策沟通程度三方面内容,它们构成国际制度复合体结构分析的三维空间,决定了国家与其他行为体谈判和遵守制度规则的战略环境.有效应对国际制度复合体的挑战需要从其自身结构出发,妥善处理好制度运行面临的不同利益和偏好,避免国际制度复合体内部出现结构失衡.分工型制度复合体可以进行功能分化,等级型制度复合体可以实现单边控制,而沟通型制度复合体可以进行政策协商.基于对亚太地区经济制度复合体的社会网络分析及相关国际制度的具体实践,作者分析了该地区等级型、分工型和沟通型制度复合体的结构特征、演化趋势以及相关制度复合体如何影响亚太地区经济发展的态势,认为亚太地区各类制度应加强政策沟通并推动沟通型制度复合体的建设,避免走向功能分化的平行制度体系.中国应基于自身的政策选择来合理界定制度复合体的边界和范围,在制度复合体内落实互利共赢的制度化合作目标.
Abstract
Institutional complex has become an important content in the field of inter-national institutional research.The internal structure is the organizational attribute of the institutional complex.Different institutional solutions have different interests and preferences,so it is necessary to analyze the internal structure of the institutional com-plex,seek the ideal structural characteristics and reform the existing institutional com-plex.The structure of the institutional complex consists of three aspects,namely,the level,the functional difference and the degree of policy communication among the in-stitutions,which constitute the three-dimensional space of the structural analysis of the international institutional complex and determine the strategic environment for countries to negotiate with other actors and abide by the institutional rules.The effective re-sponse to the institutional complex needs to start from its own structure,properly deal with the different interests and preferences faced by the institutional operation,so as to avoid the imbalance of the internal structure of the institutional complex.The institu-tional complex of division of labor can carry out functional differentiation,the institu-tional complex of hierarchy is only unilateral control,and the institutional complex of communication can carry out policy consultation.Based on the social network analysis and international institutional practice of the economic institutional complex in the In-do-Pacific region,the author discusses the structure and evolution of the hierarchy,di-vision of labor and communication institutional complex in the region,and analyzes how these institutional complexes affect the economic development of the Indo-Pacific region.This paper argues that various institutions in the Indo-Pacific region need to strengthen policy communication to promote the construction of communication-oriented institutional complex,and avoid parallel institutional systems that lead to functional dif-ferentiation.Based on its own policy choices,China can reasonably define the bounda-ries and scope of the institutional complex,and implement the institutionalized cooper-ation goal of mutual benefit and win-win results within the institutional complex.
