How Can China and the Peacekeeping Host Countries Strengthen Their Diplomatic Af-finity:The Concerted Effects of Peacekeeping Finance and Developmental Assistance
China consistently provides robust finance for peacekeeping operations and suf-ficient developmental assistance for social development to assist the host countries of UN peacekeeping operations in achieving durable peace.As an important approach to interac-tions among countries,China's peacekeeping finance and aid would affect the diplomatic af-finity between China and the host countries.Then,can the concerted effects of peacekeep-ing finance and aid have a positive impact on the diplomatic affinity between China and the host countries?Is there any difference between these concerted and monadic effects of peacekeeping finance or aid?This question has not been addressed systematically but is es-sential to China's diplomatic policy-making.Based on the concept of commitment,this re-search argues that a full understanding of the credible commitment made by China can ef-fectively increase the diplomatic affinity between China and the host countries.Compared with the sole focus on the robustness of peacekeeping finance,the promotion of the aid in condition of sufficient peacekeeping finance could more likely make China's commitment credible,thereby enhancing the diplomatic affinity between China and the host countries.The research confirms the arguments above by leveraging the data from 2000 to 2017 and a comprehensive analysis of the case on the diplomatic affinity between China and Timor-Les-te.This finding contributes to the theoretical discussion on China's idea of"Developmental Peace"in the peacekeeping process on the one hand and has policy implications for the construction of a peaceful and stable global order among China and the host countries on the other hand.
