The Open Political Economy of Chinese Modernization
Opening-up is a defining feature of Chinese modernization.The practice of Chinese modernization expands development to the global perspective,takes open develop-ment and common development as the core connotation of modernization,and realizes the organic unity of modernization in the inward and outward dimensions.This is the inevitable outcome of aligning national modernization with the trend of economic globalization,and it also lays a realistic foundation for the construction of a theoretical framework of national modernization under open conditions.In an open world,national modernization is not only a development process but also a process of national interaction that involves cooperation and governance.According to the different stages of development,national modernization under open conditions mainly includes two modes:development-oriented modernization and development-cooperation-governance modernization.Moreover,as the development process advances,the choice of national modernization mode will shift from development-oriented modernization to development-cooperation-governance modernization.As the largest develo-ping country,China has been practicing the concept of open development and steadily ex-panding institutional opening-up based on the foundation laid by commodity-factor-based opening-up.At the same time,Chinese modernization practice has embodied the organic combination of effective market and active government,the benign interaction between high-quality development and high-level security,and the complementarity between self-reliance and autonomous openness.From the perspective of discipline construction and research agenda expansion,the political and economic interactions in the practice of Chinese mod-ernization can lay the foundation for the emergence and development of the open political economy in a broader sense.
