How Does the United States Promote the Integrated Developments of the Frontier Fundamental Research and Talents Cultivation——An Analysis of NSF's Funding for Science and Education Programms
Based on the analysis of the development history,science and education funding programs and financial reports of the National Science Foundation(NSF)in the United States over the last two decades,the article depicts the NSF's funding system that promotes the integration of frontier fundamental research and talents cultivation,and summarizes three major institutional features of the system that ensure the global leadership of the United States in scientific and technological innovation:goal-orientation,future focus,and the integration of science and education.These experiences offer insights for China in promoting the integrated development of education,science and technology,and talent,emphasizing the dual approach of goal orientation and free exploration.The article suggests the comprehensive formulation of phased funding plans for fundamental scientific research and the establishment of a funding system for scientific and technological talents that spans basic education,higher education,and the entire professional life cycle.
