摘要
自2001年引入初级教授职位以来,德国高校教师评价开始注重以绩效为导向进行改革.文章选取柏林洪堡大学、柏林工业大学、柏林自由大学三所柏林高校联盟中的精英高校作为案例,围绕教师评价目标、评价内容与标准、评价程序与方法和评价结果运用等维度展开分析,发现德国高校教师评价在发展过程中不断明确教师评价目标,强调学校与教师协同发展,构建多元评价标准体系,结合实际预留评价弹性空间,规范院校两级评价程序,强化评价公平性与透明度.其特点和趋势可为我国高校教师评价体系改革提供思路与借鉴.
Abstract
Since the introduction of the junior professor position in 2001,the reform of teacher evaluation in German universities has begun to focus on performance.In this study,three elite universities in Berlin University Union,Humboldt University Berlin,Technical University Berlin,and Free University Berlin,are selected as case studies,to analyze the dimensions of teacher evaluation objectives,evaluation contents and standards,evaluation procedures and methods,and the use of evaluation results.It is found that the evaluation of German university teachers continuously clarifies the objectives of teachers'evaluation in the process of development,emphasizes the synergistic development of the university and teachers,builds a diversified evaluation standard system,reserves the flexibility space in the light of the actual situation,standardizes the evaluation procedure at two levels of institutions,and strengthens the evaluation fairness and transparency.Its characteristics and trends can provide ideas and reference for the reform of the evaluation system of university teachers in China.
