Difficulties and Implications of the Reform of Literacy Oriented Pre-service Teacher Training in Taiwan
Since 2017,the education administration department of Taiwan has adopted measures aimed at implementing standard-based pre-service teacher training reform and promoting the quality of training. These measures included revising regulations on teacher cultivation, formulating Guidelines on Teacher Professional Quality and Curriculum Benchmarks for Pre-service Teacher Education. However, the reform is still faced with challenges, such as slow progress and ineffective results. The factors leading to the dilemma include:the decrease in teacher motivation because of the gap between ideal and reality,a conflict between results-oriented evaluation mechanism and quality cultivation, the lack of professional guidance in curriculum reform design, and the absence of key subjects of reform. This reform highlights:the importance of people-oriented being the starting point of the reform of literacy-oriented teacher training;professional guidance is considered a necessary approach to the reform of literacy-oriented education;practical teaching and research is recognized as an important way to improve the quality of normal colleges.
