Development and Trend of Organized Research Policy Abroad—Based on the Investigation of Major Developed Countries and International Organizations
With the continuous advancement of knowledge production and technological innovation,organized research,as a newly emerging research organization model,has gained increasing attention from governments,universities,and research institutions worldwide.Research regulations have been reformed and policies have been developed to encourage organized,planned large-scale team research collaborations between universities,industries,and civil societies,in order to promote research efficiency,quality,and sustainability.The United States,the United Kingdom,Canada,Australia,as well as international organizations such as the OECD and the European Union have focused on undertaking organized research reforms in four key areas:research policies,research personnel training,evaluation and incentive mechanisms,research cooperation and exchange mechanisms,and commercialization of research and knowledge transfer in recent years.These reforms are aimed at adapting to the new model of knowledge production,promoting technological innovation,and addressing complex issues.
