The Practical Pathway and Insights of Establishing Organized Research Unit at Public Universities in the United States——Taking U.S.University of California System as an Example
Organized Research Unit(ORU)is an important organizational form for universities to serve the needs of national strategies and frontier technological development.The University of California system in the United States has effectively promoted the rapid development of science and technology by encouraging ORU to collaborate with diverse entities,establishing various forms of interdisciplinary,cross-campus,and organized research units,and implementing a systematic management system for ORU.This organizational model provides three aspects of insights and references for China to further promote organized researches:clarifying the role and positioning of ORU to strengthen collaborative construction among entities;optimizing the governance mechanism of ORU to enhance organizational effectiveness;improving the process evaluation system for ORU to promote construction through evaluation.
