Intercultural Competence Framework and Cultivation Pathways—A Case Study of UNESCO
In the era of globalization,intercultural competence stands as a crucial dimension for nations to enhance their capabilities in participating in global education governance.Based on the understanding of cultural diversity,UNESCO defines intercultural competence as a complex skill set required for effective and appropriate interaction with individuals who differ in language and cultural backgrounds.The organization explicitly outlines the fundamental dimensions of intercultural competence,namely listening skills,dialogue skills,and curiosity to promote individuals to actively understand the cultural norms and expectations of others with an open mind and to utilize these strengths to communicate and work effectively.In the pathway to cultivating intercultural competence,UNESCO emphasizes the role of humanities and social sciences,arts,and extracurricular spaces,advocating for the use of the entire education system and diverse learning environments to promote inclusiveness.Schools,parents and communities are encouraged to involve in intercultural education in a variety of ways to enhance the intercultural competence of educated individuals.
