Approaches and Reflection of Collaborative Development between French Universities and Their Regions—Taking University of Strasbourg and Alsace Region as an Example
The connection between higher education and regional economic and social development is an important feature of the integration of education, science and technology talents,as well as a major opportunity for higher education in the new round of scientific and technological revolution and industrial change. The need for the Alsace region to transform into an innovation-driven economy and the need for the University of Strasbourg to enhance its innovation capacity as a research university are the two main driving forces that constitute the collaborative development of the region. The University of Strasbourg and the Alsace region have formed a unique collaborative development path encompassing the nurturing and transfer of human capital, the transformation and innovation of knowledge and technology, and the influence of cultural symbols. However, they also encounter challenges in balancing internationalization and localization strategies, and insufficient incentives and compensation mechanisms for the collaborative actors. The characteristics, experiences, and shortcomings of this case can offer valuable insights for China.
