俄罗斯联邦政府近年来通过构建和完善职业教育体系,执行和落实职业教育标准,补充和保障职业教育师资等途径,加强对于劳动力市场当前和未来不同层次人才的培养和评估.同时,俄罗斯出台系列政策,推进职业教育数字化转型:以教师数字素养提升为基础,为数字化教学赋能;以学生数字素养培养为目标,为数字化学习蓄能;以产教融合发展为依托,为产业数字化转型赋能.这些举措为俄罗斯加快职业教育的优化升级、推动职业教育的合作共创贡献力量.在中俄新时代全面战略协作伙伴关系逐步深化的背景下,两国可从进一步从促进职业教育政策交流、建立职业教育跨国网络和跨机构合作平台、联合开发人才培养方案等方面来实现数字化共同转型.
Vocational Education Reform and Digital Transformation in Russia
The Government of the Russian Federation attaches importance to the training and assessment of current and future personnel at different levels of the labour market by building and improving the system of vocational education,implementing and enforcing vocational education standards,and supplementing and guaranteeing the qualifications of vocational education teachers.At the same time,Russia has launched a series of strategies for the digital transformation of vocational education to accelerate the optimization and upgrading of vocational education in Russia and promote the cooperation and co-creation of vocational education.This is achieved through the enhancement of teachers digital literacy as the basis for empowering digital teaching,the cultivation of students'digital literacy as the target for empowering the digital learning,and the integration of industry and education as the basis for empowering digital transformation of the industry.Under the background of the gradual deepening of the China-Russia comprehensive strategic collaborative partnership in the new era,the two countries can achieve the transformation of digitalization of vocational education by promoting mutual understanding at the policy level of vocational education in China and Russia,establishing transnational networks and platforms for cross-institutional cooperation in the field of vocational education,and jointly developing talent cultivation programs.
